In all codes, AFAIK, the referee is given the authority to correct obvious
attempts to illegally consume time or delay the game. This would include, for
instance, stopping the clock when Team B is slow to unpile, or not starting the
clock on the RFP if he feels that Team A took an intentional False Start
penalty with the clock running.
