There is no 'penalty' if the injury would be the 4th 'time out'.
any further injury 'time outs' for a team would result in a penalty
if the running clock was stopped for the injury time out.

Did the officials run off the 10 seconds???  That may be why the 
Colts would be ticked, but since the clock was (in theory) stopped 
early due to the injury time out, like it or not, the runnoff is 
supposed to be mandatory. If the clock was stopped for some other
reason, the 10 second runoff is not necessary
