Why is everyone saying PSK?  PSK only applies to R fouls.

1) K blocked illegally
2) R's touching is ignored because he was blocked into the ball
3) Ball dead when K recovers (no advance)

R has two options:

1) Accept Penalty - enforce 15 yards from previous spot, replay down, extend
period

2) Decline Penalty - R get's ball at end of kick spot.  Period ends.
