I'll go with 10 minutes.

I'm hoping that they penalized K2 for an illegal block. I'm guessing there
was no way anyone should have thought that R1 actually had the ball, and
this either an illegal block or a cheap shot. 15 yard penalty from the PSK
enforcement spot, which is whereever K recovered the kick.  1st and 10 for
R.  At the worst, if someone could have gotten confused and thought R1 had
the ball, then at least give R the ball at the spot of first touching by K.

I'm guessing that they missed the fact that R1 was blocked into the ball
(much less illegally so), and they finally awarded K the ball at the spot
they recovered it.  I hope to God they didn't leave the TD on the board.

We've always used the passing arm side mechanic, also.  That is what the
State wants here.  It's something to think about bringing up.
