Now you're using selective reading.  The Handbook states that "When the toss is
held *off the field*, the results shall be indicated at the center of the field
prior to the start of the game."

FED 3-2-1 also allows for the possibility that the toss is held off the field:
" *If*  the coin toss is held on the field, ..."

Therefore, IF the toss is held ON the field, all team personnel shall be
restricted to their team boxes OR well away from the toss.

If you don't believe that the Head Coach makes the choice of what option to
select, I've got some GREAT hunting land for you just a few miles from here. 
It's almost snipe season.
