Color me a practical official who picks his battles carefully..

Actually, 3-2-2 only restricts team personnel *on the playing field*, and even
then they can be either in the team box or "well away from the vicinity of the
toss."

 On the occasions when I have been asked to hold the toss early, it has always
been OFF the field.
