Nothing there about overruling 3-2-2, if the state association says it is ok. All it says is you can change "when" the coin toss is held, not how it is held and who can participate. I don't have this years rule book. Color me a rules guy. What can I say. 3-2-2 says no more than four captains and no other team personnel. That is how we do it.
