I responded, walked away, and I think it occurred to me, what you were
asking. Deferring is a choice. As in (paraphrase of 3-2-3 ahead) the
winner of the coin toss, gets to choose between the options or defer his
choice to the second half. Is that what you are asking?
 This brings up a deferent topic altogether. That is captain who wins
the toss and decides to kick, when his coach wanted him to defer. We
have all had it happen. In my association we have it on a fairly regular
basis. 
I often wondered if this could be cured, by changing the mechanic to
something like this:
Blues captain you have won the toss. Do you want to choose now, or do
you want to defer your choice to the second half. After answering that
question, than you could tell him what his other choices are.
