I think that really answers my question. However, it might have been
clearer to substitute "You can't pass on a free kick down" for (1) since
in all other cases (3) implies (1). Right?
And I'm not arguing about what the rule *says* at this point, just that
a rewording might make it clearer what they're getting at.
