First off, our ECOs only start/stop the game clock. The other scoreboard
functions are run by home management personnel.
Having said that -- When I was a young official running a lot of clocks (and in
the days when we were expected to run *everything* on the board), I always set
it to 1/10 on kickoffs, since that's what we'll be playing *after* the KO. It
was much easier to "preset" the down & distance while the teams were lining up.
