I suppose it is possible to define their ruling bodies as something other than USGA type organizations. But how useful is it to do so? The NFL has very strict rules which have to be followed by those playing NFL football. And the USGA has rules defining USGA golf. Sure we don't always play NFL football or USGA golf - but we have to agree upon some rules. NCAA football has slightly different rules - are you proposing that we have NCAA golf with slightly different rules? Will having these alternate rules be some great improvement over what we have now? Give our tournament directors a choice of similar rules to follow?
