The first part of the play tells the wide receivers their routes. Fourteen triple cross likely means that the WRs are lined up on the right side and their routes will clear out the defenders from that area that the running back will be running through. The number 14 specifically tells them where they'll be running--how deep, when to cut, etc. The "power" probably means that the runner will have a full back, tight end, or pulling offensive lineman blocking for him.
