Opinions needed on Westbrook fumble from Eagles game

This situation doesnt affect me but its probably gonna come up by the guy
who it affects.

Our league penalizes -3 points for fumbles.  It also pays $10 for weekly
high points.  This week 2 guys tied for high points at 71 and "Ryan" had 69.

Since this was probably an issue in 2001 I'm sure most of us agree that if
you have a WR or RB, say Tim Brown as was the case in 2001, doing
punt/kickoff returns and he returns one for a TD that he DOESNT get credit
for the TD but that the Raiders D/ST would.

Now, fast forward to yesterday as Ryan has Brian Westbrook.  Westbrook
fumbles on a punt return and gets a -3 thus costing Ryan what would be a 1
point lead for high points.  The question is do you guys think that -3
should stick since he was acting as a special teams player and not as an
offensive player?  I can see a case being made both ways.  Our rule for
fumbles does not state "offensive fumbles", just "fumbles" are -3, so I can
see why some would say the -3 should stay, special teams play or not.  I can
also see the argument that if Westbrook runs it back he doesnt get credit
for the TD so why should he get penalized for the fumble when he wasnt
acting in a RB capacity.  Relevant thoughts?
