Possible Expansion Cities

How many cities in this great land of ours could realistically support a CFL
franchise?


Quebec City  sure big boom in the game all they need is a stadium
Halifax possible but once again no place to hold games
London maybe but would need financing & is pretty 'alone' out there then
next city is an hour away & only has 100k
K-W a stretch but if they got together with Waterloo U & Laurier on
financing a stadium maybe.
Windsor huge Detroit market & could also get together with U Windsor
Victoria I honestly don't know much about Victoria
