If it happened as you describe it here, it doesn't sound like he
fouled you:

XVI.I.8.b) When the disc is not in the air, players may not take a
position
that is unavoidable by a moving opponent when time, distance, and line
of sight are taken into account. Contact resulting from a player
taking an unavoidable position is a foul on the blocking player.

If he is, as you yourself say, right on your heels, and you stop (or
cut) abruptly enough that he can't avoid you, then he probably put his
arms into your back in order to keep from putting his teeth into your
skull. Maybe instead of calling foul you should have thanked him. Then
called a foul on yourself. Sounds like you need to run a little faster
or fake a little better to get some space on your defender.

Of course, I wasn't there, so I don't really know. I'm just judging
the situation as you describe it.
