I agree with you nearly completely. There are often cases where the players involved have no idea what happened. Thus, a ref is distinct from an observer because the ref is the one to make the call in the first place. Realistically, if there were a ref who called every travel, ultimate would be unplayable. At the elite level this is just as true- we've all seen the 'club jig...' I think observers who call the line-out without being asked are themselves toeing the line- however at the level at which observers are used, a sideline that isnt already doing that for their teammates is not moving on to the next game. I think laissez-faire is much more appropriate in this circumstance- waiting to be asked for this call too- than letting slide a more than moderate amount of physicality on the too-often-called 'no foul!'
