I proposed an idea some time ago, having teams give spirit points to their opponent. If you got the lowest score in your region, you would have to pay for the observer's that observe everyone of your team's game all spring of the following year, or maybe the following tournament. And if it was a real problem the TD could know whom not to invite, which would effect skills of the rookies and the future of the program. There is no reason this couldn't work. Of course you could make it so every team can have exceptional spirit and no team needs an observer. I do feel that if a team truly deserved a good or bad score that teams would be happy to give an accurate score. It would be the first advance in spirit of the game that the general public could actually understand through tangible numbers. (not that it matters what the general public thinks) Fetch -the anti cheater, pro spirit of the game, hard playing no one gets hurt, and everyone has a beer Saturday night dude, and plays harder Sunday morning dude.
