One can be as honest as, let's say Tony Blair, but the fact remains that in
breach of rule (for eg., inadvertently tandem sweeping behind the tee),
there is no fixed resolve wrt penalty.

and they do in most .................. but Tuesday night league curling is
significantly less consequential than a semi at (officiated) world play.
