Interesting thought. Well, let us start by taking out the fighters who
were common to both decades, Ali, Fraizer, Patterson, Ellis, Bonevena,
Quarry, (and though you didn't mention him) Buster Mathis.

So... In the 60s we are left with Liston, Johansson, Terrell, Foley,
Machen, Williams, and Cooper.

In the 70s we have Holmes, Foreman, Norton, Shavers, Lyle, Young, and
Bugner. 

Holmes and Liston are both on my top 5 list, but after that I would
personally take the remainder of the 70s fighters over those of the
60s. But, I am certainly not closing the book on the topic.
