"They" was me.  I didn't use it to dismiss Cooney, I used it to show 
that ranking him in the top 3 or 5 for an entire decade was silly when 
he accomplished so little in the decade and scored his only meaningful 
accomplishments in the first two years of the decade.  Furthermore, you 
keep missing this, but from the very beginning I've *repeatedly* 
disavowed relying on that standard (sheer number of victories) as the 
sole criterion in ranking guys.
