There is no such shot.  Any shot you could make by kicking at the
rail, could be made by simply placing the cue at the intended contact
point on the rail and shooting from there.

But, imagine this 8-ball mess:

Assume the one blocks enough of pocket B enough that this won't work:

(Yes, you could probably make a decent safe shot, but let's assume you
don't want to for whatever reason)

The cue ball will hit the cushion behind the line, but is it legal to
make the shot cushion first?  As I said, you could put the ball on the
rail, but do you want to chance a foul here?
