Sorry, but you are ill informed on this subject.
All written rules I've ever observed state that any ball
whose base is exactly ON the foul line must be considered to be
WITHIN the kitchen since it CANNOT be OUTSIDE the kitchen.....

I think that's a point that almost everyone can agree on.....
