You can't really shorten the ferrule and not lose legth. It may be possible to re-tenon the shaft to a larger size tenon, but it sounds like you already have a fairly large one now, and the difference will not be much. If you really want to reduce squirt, you need to lighten the end of the shaft by drilling it out. This may be slightly risky with such a small starting diameter, you should consider buying a different shaft.
