the rule book says that the defender must allow the offensive player enough
space to turn and take a step.  violating that is at his own risk, i.e. he
should be called for a foul if contact results in a collision or a would-be
turnover.

actually, it's funny you mention that play becuase i've been seeing it
"called by the book" a lot more this year, the refs must be watching for it.

to me, it's real simple how to "clean up" defenders--start making better
calls with regard to offensive fouls.  the rules are fine, it's how the
rules are being interpreted that's making things sticky.  granted, NBA refs
have the hardest officiating job in all of sports, so that's not an easy
thing to do, but it is something they can concentrate on.
