My NCAA Statistician's Manual is out-of-date, but "a player is
credited with an assist when the player makes, in the judgment of the
statistician, the principal pass contributing directly to a field goal
... ".
As described in relevant cases, this does includes passes on an
in-bounds play "unless <scorer> had to make a move to get free after
catching the pass."
