Looks to me like a standard form letter. Plug in your name, the name of whatever it is you're complaining about, and send it off. Good companies do this, because it doesn't cost any more than standard postage (and, if e-mailed, costs next to nothing), and by itself it's often sufficient to mollify the customer and potentially bring them back.
