I had always understood that the Pepper-Tanner packages were roylalty free;
but, using stingers from other works were not. I believe that there were a
couple of different companies that sold jingle packages (similar to the
Pepper-Tanner packages) where license fees had to be paid.  But that was
some time ago and things might be different now. I know that Pepper-Tanner
has ceased to be.
