I think if the theme music wasn't being played, the host would utter
more of the junk phrases to announce the show is back. [Time and host
name, etc.] People tune out the commercials, either literally or
mentally. I don't think you can go back from a commercial right into
the show without some sort of buffer.

The bumper announces the show is back. It is probably a good idea,
even if Limbaugh is behind it. ;-)
