Surely you do not expect them to *publish* details of their
regulation-breaking?  Even M3's are not that stupid.

Where is your published evidence to support your claim that "large
numbers" do adhere to the regulations?  The fact is that most M3s have
no idea what power output they are running and would not know how to
measure it even if they had the appropriate facilities to do so.
