Have you tried the Veline blue MgAl stars?

55 KClO4
15 CuO
15 Parlon
9 Red gum
6 MgAl (-200 mesh, granular)
4 Dextrin

There is a chlorate Mg blue listed in Kentish, but it uses HgCl and 
Sulfur!  There is one in Degn which is pretty scary:

16 KClO4
8 Paris Green
4 Mg (unspecified form)
2 Shellac
2 Stearine
1 PVC
