I think this is how it goes on a 23 graphic. On the side opposite the plastic cover, the four screws located near the periphery of the metal plate secure only the plastic casing and can be removed. Don't remove the large silver screw (spool pivot), the one in the middle near the arrow, or the one at the end in the middle (adjacent to roller and spool drive). To remove windon knob, hold spool drive (grey bit with tabs) and turn knob in the opposite direction to the arrows marked on it. The counter wheel is on the end of the middle screw (near arrow). This screw should not be removed as it forms a pivot for some of the mechanism parts. Hold it with a screwdriver and loosen off the counter wheel slightlyby turning it counter clockwise. I then recommend you put a bit of tape over the screwhead to stop it falling out and then fully unscrew the counter wheel with the plastic casing uppermost. Cover hopefully now comes off without disturbing mechanism. You'll have to slide the silver catch lever through its slot.
