Opening a lens usually costs around $80.00US and can be well worth the cost depending on the lens. Your description sounds a bit like slight deterioration of the cement between the elements. This sometimes looks like orange peel when observed at high power with transmitted light. You may well get by with this condition depending on your expectations. Sometimes a little flare (which is the normal result of the type of "fogging" you describe) is actually beneficial - depending on the subject. Truly, dr bob.
