HELP! Need manual 35mm SLR recommendation

Hi,

Im looking for a 35mm SLR for my little brother.
He is into photography, and really wants to be
able to go full manual.

I was looking at the Nikon FM3a, but its a little out
of my price range with a decent lens.

Are there any decent competitors that
are capable of being set into a fully manual mode for
less than the price of the FM2 or FM3a ???
