This often works, but it also can provoke a case of road rage.  I had one 
guy follow me on my bumper for several miles on a freeway, after I tried 
tapping the brakes, and then slowing down.  He had plenty of opportunity to 
pass, but he stuck right with me.  And I was afraid to exit, not knowing 
what the loony-toons would do.  (He finally took an exit.)

Anymore, if someone is following too closely I don't try to train them 
anymore; I just do whatever I can to get out of their way, even if it means 
pulling over on a two-lane highway.
