We shovel piss paths for our dogs when the snow gets too deep for them - 
our chihuahuas trained us well, and our 90 lb dogs seem to appreciate the 
effort when the snow is up to their chests.

But yes, you need to go out with your dog in a foot of snow - or more - if 
that's what he needs in order to feel secure and become trained.
