I did that once.  There was a young child sitting at the table ne*t to me, and
another young child a few tables away.  The one nearby was well-behaved.  When
he started to raise his voice, his parents would calmly tell him to quiet down.
 

The kid a few tables away was running around, screaming, playing with
silverware, being totally obno*ious, and the parents were oblivious.  So I
started loudly comparing the two tables so that both sets of parents could hear
me.
