Yes, be sure to report it. I can't remember where I read this, but 
there's supposedly a strong correlation between people who harm or kill 
animals and serial killers. I'm not talking about hunters, but people 
who harm dogs, cats and other typical pets. It has something to do with 
a disregard for life, I think.
