There wouldn't have to be photos on the posters,
just some kind of indication that a cat had been
picked up. It could be done while picking up the cat.
Someone smarter than me could figure out a where
to put the announcement. (maybe some of the people
who do yard sales) It could be in big letters:
      CAT PICKED UP BY ANIMAL CONTROL
and then have little check boxes to indicate color,
size, and age.
