The guy could have just called the cops, it worked for me to say the least.. Last summer our neighbor got a new dog that they left outside 24/7 and it also barked and howled 24/7. Not only was I losing sleep over it, I was also doing poor work because I work at home and having to listen to constant barking and howling is enough to drive anyone nuts. At first I left them a note politely asking them to calm their dog down, that didn't work. A week later I called the police and told them to shut up their dog, its driving me (and possibly other neighbors) crazy. Cops come out and talk to the owner, 2 hours later the dog starts up again. Call the cops again the next day, same thing.. The third time well, that did the trick. I don't think anyone should have to deal with their neighbors bad pet ownership skills when it affects other people, and I don't blame the guy one bit for dropping the cats off at the shelter if they bothered him so much to make him do something like that. Sure you can hate the guy for doing what the did, but then you're probably too shallow to realize that he would have done nothing if the cats weren't messing with his stuff in the first place.
