I don't.   You say I can't expect others to have the same value.  In
other words...I can't expect humans to show humanity?  I can't
expect others to value life?  Bull, I can and do. Flowers are not
self aware. There is a huge difference there.  I can't believe that
expecting people to care about life is asking too much.  That is a
sad commentary on society.
BTW..I do think the owner shares blame but the whole point
is not who is to blame, but whether the punishment (for the cat) fit
the deed.
