It worked for me with the next door neighbor's cat who thought my flower beds were her litter box. You may have to retrieve them from the yard and put them back in the garden a few times if you have squirrels. They seem to like to scatter them around. The moth balls must have interfered with the squirrels digging up my bulbs. Unfortunately since I started keeping my cats indoors a number of years ago the squirrels and rabbits have a field day.
