I would follow the instructions in the link and send the band to the address
shown.  If this were a US pigeon, it would likely be one kept as a flock by
a hobbyist rather than being part of a research project.  If that's the
case, it is probably one which was released for training or racing and is
now missed because it never made it home.  I'd want to know its fate if it
were mine.
