Too Skinny dogs

A few weeks ago i came upon this dog, whilst coming home from my
nanna's. It was really skinny and i felt really sorry for it. Since
then i have been walking past there and i still see the dog. It is
also still very skinny. I think that the owners too this dog is
neglecting it. I feel so sorry for it. What do you think i should do?
