Don't kid yourself. They are everywhere. There are several yahoos in our
neighborhood who would be capable of doing this exact thing. Actually, it had me
laughing as I read it. It was very funny in a dark humor sort of way. Hopefully
they can repair the damage. And hopefully they can find some way to make the
nimrod cough up the cash for the work.
