At that price cap, why not just get the best Creative Audigy card.  In
addition to the midi sounds you can use soundfonts and get excellent sounds.
The SD20 is an external midi mod.
It is not clear what you really want to do--how many mic inputs would you be
using at one time and frankly, I don't think you have the PC power to do
much with multi-channel audio input.
