Very hard to tell with that short stretch.  Plus the quality is horrid.
Sounds like it was recorded with a tape recorder in a state fair
bathroom, then digitized.  Do you have any way to transfer it directly
to your hard drive without using (presumably) a microphone?  Maybe a
tape deck with a line out jack to go to the line in jack of your sound
card?
