I think most notation software will transpose.  As others have pointed
out, many ABC programs do.  Melody Assistant (shareware,
http://www.myriad-online.com) and Finale Notepad (free,
http://www.codamusic.com/notepad/) do.

The publishers of Melody Assistant have an OCR add-on for it.  But the
time I tried it, a year or so ago, I didn't have much luck.  Maybe it's
improved since then, or maybe the problem was with my cheap scanner.
