No, not if he wants to be heard by anyone (including himself).

You don't say what style of music, volume, size of band, etc. -- all
of which matter -- though you've gotten some good recommendations
here.  

Althoug I don't own one I love the tone of the Ampeg B100R, which is
100 watts into a 15 inch speaker.  The Fender Jazz has a wonderful
throaty, assertive sound when played through this amp.  I think the
price is around $500 new, maybe $300-350 used.
