He's not lying. Especially for a five-string, 15 watts is next to nothing.

There's a wide variety to choose from, but it depends a lot on your budget.
Depending on the band, I'd say at *least* 100w, hopefully more, probably
with one fifteen inch speaker or two tens.
In the "mid-quality, reliable, and not too expensive" category, check out
some Peaveys. I've got a Peavey BAM 210 (350w, 2x10), and I love it, but
it's pretty expensive (~$1200). Most of their amps do not cost nearly as
much as that one, though.
Another good line to look at is the SWR Workinman's series. That includes
1x15 and 2x10 combos, as well as separate heads and cabs (though I'm
guessing you're probably looking for a combo and not a stack).
