Well, he's right.  And the sooner he starts jamming in bands, the
better!

A used Peavey TNT130 or TNT115 outta be inexpensive and give him the
oomph he needs to jam in his first band.  They last forever (for
better or worse).  I just sold one to a teenage bass player down the
street in exchange for about $200 of future lawn mowing to solve the
exact same problem (practice amp can't jam with band) and he's
absolutely thrilled.
